农用地土壤重金属污染修复治理效果评价技术规范
1 范围
本文件规定了农用地土壤重金属污染修复治理效果评价的原则、目标内容、程序以及评价方案制定、样品采集检测、效果判定和评价报告编制等技术要求。
本文件适用于耕地、园地和草地土壤重金属污染修复治理效果的评价。

3 术语与定义
下列术语与定义适用于本文件。
3.1
农用地 agricultural land
用于农业生产活动的土地,包括:GB/T 21010 中的 01 耕地(0101 水田、0102 水浇地、0103 旱地)、02 园地(0210 果园、0202 茶园)和 04 草地(0401 天然牧草地、0403 人工牧草地)。

农产品 agricultural product
在农业活动中获得的可食用、可饲用植物及其产品。
3.3
农用地土壤重金属污染 heavy metal pollution of agricultural land
因土壤重金属含量达到危害农产品质量安全、农作物生长或对农用地土壤环境质量产生不利影响且超过可接受风险的现象。

4 评价原则
4.1 科学性原则
综合考虑农用地土壤重金属污染风险评估情况、修复治理目标与方案、修复治理实施情况及效果等,采用现场踏勘、布点监测、数理统计、综合评价等方式,开展农用地土壤重金属污染修复治理的效果评价工作。
4.2 独立性原则
农用地土壤重金属污染修复治理效果评价方案,应由第三方评价机构编制,并负责组织实施,客观、独立地开展修复治理效果评价工作。
4.3 公正性原则
评价机构应秉持良好的职业操守,依据相关法律、法规和标准,公平、客观、规范地开展农用地土壤重金属污染修复治理效果评价工作,正确地判定农用地土壤重金属污染修复治理效果等级。
