第一章总则
第一节编制目的
为指导各地运用物联网、云计算、大数据、人工智能等先进的信息化技术手段,建设高效、综合、安全的城市供水系统监管平台,进一步提升供水系统监管的信息化水平,提高监管效率和科学性,编制本指南。
第二节适用范围
本指南适用于城市供水系统监管平台的结构设计与运行维护。
第三节基本原则
标准化原则。平台的框架、结构、功能、数据库及安全设计等,应与现行的国家标准、行业标准或相关的团体标准相协调一致。
安全性原则。平台应遵循国家信息技术网络安全等级保护基本要求,在身份鉴别、可信验证、数据完整性、数据备份防护等应用层面提供安全保护。
先进性原则。平台的设计应充分利用当前先进、实用的技术手段,采用成熟的设计方案、技术标准、硬件平台和软件环境,保障系统稳定可靠地运行。
适用性原则。采用符合未来发展趋势的云计算理念,应用虚拟化、分布式计算、分布式存储等先进技术与城市供水业务相结合,确保先进技术与模式应用的有效与适用。
高弹性原则。计算、存储、网络等基础资源可根据业务应用工作负荷的需求进行伸缩应用系统应能够实现快速开发/重组、业务参数配置、业务功能二次开发等多方面功能,能够支持未来不断变化的需求。
