DB13(J)/T 8400-2021
根据河北省住房和城乡建设厅《关于印发 2019 年度省工程建 设标准和标准设计第三批制(修)订计划的通知》(冀建节科函〔2019〕 45 号)的要求,由中国铁塔股份有限公司河北省分公司会同有关 单位共同编制完成。
本标准在编制过程中,编制组系统总结了近年来移动通信基础 设施建设的实践经验,充分考虑通信网络发展演进的需求,参考了 国内外相关先进经验,在广泛征求意见的基础上定稿。
本标准共分 6 章,主要内容包括:1. 总则;2. 术语;3. 基本 规定;4. 规划;5. 设计;6. 施工与验收。
本标准由中国铁塔股份有限公司河北省分公司负责具体技术 内容的解释,由河北省工程标准编制研究中心负责管理。

附:条文说明
1 总 则
1.0.1 为促进河北省信息化的持续快速健康发展,规范河北省建筑物移动通信基础设施工程建设,保证通信网络质量,推动移动通信基础设施与建筑物有序融合,实现资源共享,绿色节能,避免重复建设,做到技术先进、经济合理、安全适用,制定本标准。
1.0.2 本标准适用于河北省城镇新建民用建筑移动通信基础设施的建设。
1.0.3 建筑物移动通信基础设施的建设应坚持“统筹规划、民生优先、资源共享、风貌协调”的原则。
1.0.4 建筑物移动通信基础设施的建设必须满足多家电信业务经营者平等接入的要求,并遵循共建共享原则统筹制定建设方案。
1.0.5 建筑物移动通信基础设施的建设除应符合本标准的规定外,尚应符合国家、行业和河北省现行有关标准和规范的规定。
2 术 语
2.0.1 建筑物移动通信基础设施 building mobile communication infrastructure
依托建筑物或建筑场地进行建设,用以实现移动通信网络覆盖的通信基础设施,包括通信机房、通信电源、通信管线、屋面设施等。
2.0.2 移动通信基站 mobile communication site
无线电台站的一种形式,是在一定的无线电覆盖区中,为移动终端提供无线电信号接入和传送的节点。通常情况下,一个移动通信基站由无线电信号发射和接收设备、电源设备、传输设备及天线、馈线、光纤等组成。
2.0.3 室内分布系统 indoor distributed system
为满足建筑物内部无线电信号覆盖而设置的发射、接收及传输等设施系统,简称室内分布系统。通常情况下,室内分布系统由天馈系统、POI(Point of interface 多系统合路器)、无线电信号发射接收设备、基带处理设备、传输设备、电源设备、接地系统等组成。
2.0.4 通信机房 communication machine room
用于安装移动通信所需设备的房间,一般分为综合接入机房、基站机房、室内分布系统机房、设备间等。
2.0.5 综合接入机房 integrated access machine room
用于集中安装移动通信基站基带处理、传输、家宽集客、边缘计算业务的汇聚等设备和电源、电池、空调等配套设施的房间。
2.0.6 基站机房 base station room
用于安装宏基站所需的无线电信号发射接收、基带处理、传输、电源、电池、空调等设备的房间。
2.0.7 室内分布机房 indoor coverage room
用于安装室内分布系统所需的 POI、无线电信号发射接收、基带处理、传输、电源、电池等设备的房间。
2.0.8 设备间 equipment room
用于安装室内覆盖系统所需的天馈系统器件、POI、无线电信号发射接收设备、传输设备、电源设备等的房间。
2.0.9 屋面设施 roofing facilities
屋面上用于安装固定抱杆和一体化机舱的结构构件。
2.0.10 抱杆 pole
用于安装天线设备的钢制圆管,管径不小于 70 mm,高度不超过 6 m。
2.0.11 天线 antenna
无线电收发系统中,向空间辐射或从空间接收电磁波的装置,迎风面积不大于 0.8 m²。
2.0.12 馈线 feeder
把电磁波从发射机传到天线或从天线传到接收机所用的连接线。
2.0.13 馈线洞 feeder hole
基站机房墙面上具有一定尺寸要求的孔洞,是基站机房内各种线缆进出的通道。
2.0.14 一体化机舱 integrated cabinet
集成开关电源、温控设备、交直流配电及站点智能管理,并能安装蓄电池、通信系统设备及其他配套设备,能够为内部设备正常工作提供可靠的物理和环境保护的综合柜。
