条文说明
根据河北省住房和城乡建设厅关于印发《2021 年度省工程建设 标准和标准设计第一批制(修)订计划》(冀建质安函〔2021〕31 号)要求,北方工程设计研究院有限公司、河北省震灾风险防治中 心会同有关单位经广泛调查研究,认真总结实践经验,参考国家相 关标准并结合河北省实际情况,在广泛征求意见的基础上,编制本 标准。
本标准共分为 6 章和 1 个附录,主要技术内容包括:1.总则、2. 术语、3.基本规定、4.场地工程勘察、5.建筑抗震设计、6.施工及验 收及附录 A 河北省地质断裂带分布图。
本标准由北方工程设计研究院有限公司负责具体技术内容的 解释,由河北省建设工程标准编制研究中心负责管理。

1 总 则
1.0.1 为贯彻执行国家和河北省有关防震减灾的政策法规,提升河 北省地质断裂带区域建筑的防震减灾水平,减轻建筑的地震破坏, 避免人员伤亡,减少经济损失,制定本标准。
1.0.2 本标准适用于河北省地质断裂带区域新建、改建、扩建和既 有建筑的城乡建筑工程建设。
1.0.3 地质断裂带区域的城乡建筑工程建设,除应符合本标准的规 定外,尚应符合国家及河北省现行有关标准的规定。
2 2 术 语
2.0.1 地质断裂带区域 strong influencing zone of active fault
活动断层两侧受到断层活动影响强烈的区带范围。一般情况下, 可将活动断层两侧 10km 范围作为地质断裂带区域。
2.0.2 活动断层 active fault
距今 12 万年以来有过活动的断层,包括晚更新世断层和全新 世断层。
2.0.3 全新世断层 Holocene fault
全新世期间或距今 12 000 年以来发生过位移的断层。
2.0.4 晚更新世断层 late Pleistocene fault
晚更新世期间发生过位移,但无全新世活动证据的断层。
2.0.5 隐伏活动断层 buried active fault
被第四纪松散沉积物覆盖的,地表没有明显迹线的活动断层。
2.0.6 断层面 fault plane
岩块或岩层断开成两部分并存在滑动的破裂面。
2.0.7 断层面产状 attitude of fault plane
由断层面的走向、倾向与倾角组成。
2.0.8 断层迹线 fault trace
断层面与地面的交线,即断层在地面的出露线。
2.0.9 地震地表破裂带 earthquake surface rupture zone
震源断层错动在地表产生的破裂和变形的总称。由地震断层、 地震陡坎、地震鼓包、地震裂缝、地震凹陷、地震沟槽等组成。
2.0.10 活动断层变形带宽度 deformation width of active fault
活动断层错动形成的地表破裂和变形范围。 注:由多条平行或近平行的分支断层组成的活动断层带,其变形带包含所 有分支断层的变形范围。
2.0.11 避让距离 setback distance
建筑物与活动断层变形带边界应分隔开的最小安全间隔。
2.0.12 建筑基本功能 fundamental function of building
满足建筑使用要求、维持其正常运行所必需的建筑性能。 注:包括建筑空间正常使用,结构安全和设备正常运转。
3 基本规定
3.0.1 地质断裂带区域的城乡建筑工程建设,在规划、勘察、设计、 施工时应根据活动断层的探测成果采取必要措施,确保建设质量。
3.0.2 地质断裂带区域的建筑工程建设前,应向有关主管部门查询 建设场地的活动断层探测或地震安全性评价成果资料。河北省地质 断裂带分布图见附录 A。
3.0.3 地质断裂带区域城乡建筑工程的规划应符合下列规定: 1 应依据有关部门提供的地质断裂带资料进行规划,建筑场 址应远离活动断层; 2 应结合地震灾害风险评估进行应急避难场所的规划建设。
3.0.4 地质断裂带区域的活动断层探测应符合现行国家标准《活动 断层探测》GB/T 36072 的规定。活动断层探测成果,除应提供隐伏 活动断层的土层覆盖厚度、断层面、断层面产状、断层迹线、强震 动等工程勘察设计参数和避让建议外,尚应包括下列内容: 1 区域地震构造环境分析; 2 第四纪地层与地貌分析; 3 活动断层鉴定与定位; 4 活动断层地震危险性评价; 5 活动断层变形带宽度评价; 6 活动断层数据库与管理系统说明。
3.0.5 对地质断裂带区域内的活动断层和建筑物应加强监测、预 警,并加大对地震地质灾害的防治。
3.0.6 地质断裂带区域的既有建筑,宜结合实际需要开展抗震评估、 鉴定和处理工作。位于地震地质灾害易发区内的既有建筑,应采取 日常监测和防范控制等措施。
