1 总 则
1.0.1 为提高建筑工程质量,落实建筑工程质量主体责任,协同参与主体的质量管理工作,实现建筑工程质量管理标准化、规范化 、科学化 ,制定本标准。
1.0.2 本标准适用于新建、改建和扩建建筑工程五方责任主体的质量管理活动。
1.0.3 建筑工程质量管理除应执行本标准外,尚应符合国家现行有关标准的规定 。

2 术 语
2.0.1 建筑工程 construction engineering
通过对各类房屋建筑及其附属设施的建造和与其配套的线路、管道、设备的安装活动所形成的工程实体。
2.0.2 建筑工程质量管理 quality management of construction engineering
以保证和提高建筑工程质量为目标,对建筑工程运用计划、控制、保证及改进相结合的方法进行的全面质量管理 。
2.0.3 五方责任主体 five key stakeholders
参与建筑工程的建设单位、勘察单位、设计单位、施工单位、监理单位。
2.0.4 质量管理体系 quality management system
为实现建筑工程质量目标在组织内部建立质量决策、指挥、控制和协调 的质量管理模式 。
2.0.5 质量管理评价 quality management evaluation
对质量管理组织、体系、活动、过程和人员管理能力等因素,以及工程实体质量进行量化综合权重评价质量管理绩效,从而提高主体协同能力 、规范主体行为 、提高实体质量 。
2.0.6 质量管理计划 quality management planning
为实现建筑工程质量整体目标,分解的各阶段各责任主体的质量管理目标而开展组织、实施、运行和优化等筹备工作。
2.0.7 质量控制 quality control
为实现建筑工程质量整体 目标,分解的各阶段各责任主体的质量管理 目标而采用的措施 、手段 、方法等监控工作 。
2.0.8 质量检查 quality inspection
通过对建筑工程质量管理活动和结果的符合性和有效性进行常规监测,开展有组织、有重点、有针对性的检查,掌握质量管理体系运行动态,发现并纠正质量管理体系运行活动或结果的偏差,保持工程质量形成过程的受控状态,并为确定和采取纠正措施或预防措施提供信息。
2.0.9 质量改进 quality improvement
为实现建筑工程质量整体 目标,通过检查、试验检测、测量等手段发现质量管理过程中的薄弱环节和存在的问题,采取针对性的改进措施 。
