Specifications for the Design of Dispatch Automation in Electric Power Systems

1 Scope
These specifications are established to define the technical requirements for designing the master station of dispatch automation system in electric power system as well as the dispatch automation system of power plants (including hydraulic power plants, thermal power plants and nuclear power stations) and substations (including switchyard and DC converter stations).
These specifications are applicable to:
1.0.1 Planning, design, feasibility study design and preliminary design of the dispatch automation system in electric power system at province level and above.
1.0.2 Engineering design of the dispatch center of electric power system at province level and above.
1.0.3 Design of dispatch automation system of newly built, modified and expanded hydraulic power plants, thermal power plants, nuclear power stations and substations (including switchyard and DC converter stations) that are dispatched and managed directly by the dispatch center of electric power system at province level and above.

3 General
3.0.1 As the technical support system for operation of power grid,the dispatch automation in electric power system is now a major technical means for generation and dispatch of electric power. A dispatch automation system consists of the master station of dispatch automation system and the telecontrol system of power plants and substations (including switchyard and DC converter stations) (hereinafter referred to as plant/substation end). Although these specifications only serve as the design basis for the master station system and plant/substation end system of a dispatch automation system, it may also be used as a reference for design of other relevant parts in electric power system provided that the applicable design standards are observed.
3.0.2 As the dispatch automation design of electric power systems is a systematic task, it must be in line with the national economic development guidelines as well as various technical and economic policies. The dispatch automation of electric power systems shall be designed, based on the characteristics and actual operating conditions of the electric power systems, through using schemes that can meet the requirements in respect of reliability, practicability and cost effectiveness so as to enable safe and economic operation of electric power systems and allow for high quality of electric energy.
3.0.3 As an integral part of electric power systems, the dispatch automation system shall be designed on the basis of the design of the whole system (primary system) and on the grounds that the system dispatch management structure and the principle for division of dispatch management responsibilities are defined.
3.0.4 The dispatch automation design of electrical power systems shall be adaptable to the structure of unified dispatch and hierarchical management such that the electric power system is controlled byhierarchies and districts. The state-of-the-art and proven technologies suitable for the actual conditions in China shall be used for the overall system design in an effort to make it cost-effective and practical.
3.0.5 In designing dispatch automation of electrical power systems,the characteristics of power systems, operation requirements and availability of channels shall be analyzed to place the overall functional requirements of dispatch automation system and the requirements for telecontrol information and information transmission network. Also, the design of human-machine interface at the master station, the telecontrol system at plant/substation end and the automatic generation control systems shall be defined.
3.0.6 The engineering design of dispatch automation system of the dispatch center shall be based on the approved planning, design and feasibility study of dispatch automation of electric power system to determine the types and specifications of various equipment and layout diagram of system implementation scheme, develop the documents of preliminary design and construction drawings design,and coordinate with the engineering services such as design liaison and acceptance.
3.0.7 The engineering design of the dispatch automation system of power plants or substations (including switchyard and DC converter stations) shall be based on an approved one to verify the dispatching relationships among different equipment and the telecontrol information and to determine the types and specifications of equipment. Moreover, it shall finalize the information transmission channels, and develop ordering drawings, schematic wiring diagrams and wiring diagrams for installation on the premise that the regulations of safety protection for secondary power systems are observed. In case of hydraulic power plants and thermal power plants for which automatic generation control is employed, the interface with plant automation system shall be determined as well according to the adjustment modes (namely, single unit adjustment or group adjustment) of power plants.
3.0.8 In addition to the provisions herein, the dispatch automation design of electrical power system shall comply with the current national and industrial codes and regulations.
