Drilling Technical Regulations of Electrical Power Engineering

1 Scope
These regulations deal with contents and technical principles of geological drilling, hydro-geological drilling, and geotechnical engineering construction drilling intended for electric power engineering.
They apply to the drilling activities and associated in-situ tests and downhole tests related to electric power engineering.
2 Normative References
The following normative documents contain provisions which, through reference in this text, constitute provisions of this standard.
For dated references, all their subsequent amendments (excluding errors corrected) or revised editions shall not apply. However, parties to agreements based on this standard are encouraged to investigate the possibility of applying the most recent editions of the normative documents indicated below. For undated references, their latest editions apply.

3 General
3.0.1 These regulations are formulated to adapt to the needs for exploration activities in electric power engineering, promote progressive development and improvement of drilling techniques used in electric power engineering, ensure project quality and work safety, and enhance economic benefits.
3.0.2 These regulations are developed based on conventional drilling equipment and machineries and common drilling technologies used for engineering exploration presently used in the electric power industry. The operation of various drilling equipment shall not only observe the regulations herein, but also be in strict accordance with the user manuals.
3.0.3 For new technologies, techniques, methods, and equipment not covered herein, technical regulations shall be developed individually based on actual conditions.
3.0.4 The operators of drilling equipment must be workers who have been well trained and passed the examinations in this regard.The workers who have neither been trained nor examined shall not operate alone, and must be accompanied by experienced workers when learning how to operate.
3.0.5 The drilling personnel must fulfill their duties, during which they shall concentrate on work without doing any other things irrelevant to it.
3.0.6 The drilling leader shall participate in the preparation of drilling section of Geotechnical Investigation Specifications and technical proposals of disciplines related to drilling. The drilling workers shall be familiar with the Geotechnical Investigation
Specifications, have a good understanding of the stratum conditions,borehole (well) structure, construction techniques, and sampling methods, and conduct the preparations and constructions in accordance with Geotechnical Investigation Specifications and technical proposals.
