近年来,我国正处于城镇化快速发展时期,城市变化日新月异,与此同时,城市的交通、电力、管网等城市基础设施,房产开发配套、绿地等环境整治项目的建设需要,管道升级、道路改道等问题比较突出。
为进一步做好浙江省城市道路挖掘工作管理,进一步提高城市道路品质,完善城市道路公共服务体系,推进浙江省城市国际化建设,根据《关于开展城市道路慢行系统建设和城市道路智慧化改造等试点工作的通知》的安排,依照国家、省有关法律法规和规章的要求,结合实际情况,重点就城市道路“最多挖一次”管理方面的有关工作要求编印成册(本指南内未尽事项,各单位仍需执行各职能部门相关规定),以使通过整合建设资源,建立指挥系统,尽可能合并施工,减少开挖,杜绝道路反复开挖等“拉链马路”现象。

第一章 总则
1.为指导和规范浙江省城市道路“最多挖一次”管理工作,改善城市道路道路反复开挖现象问题,提高建设和管理水平,制定本指南。
2.本指南适用于浙江省范围内城市道路大、中修项目和城市道路地下管线抢修项目的管理工作。
3.城市道路“最多挖一次”工作应做到因地制宜、资源整合、经济合理、安全可靠、适合当地实际情况,积极采用符合实际的、行之有效的新技术,并顺应时代发展,可建立数字监管平台探索信息化监管新模式,更好地服务城市道路质量安全。
4.浙江省范围内的城市道路“最多挖一次”工作,除应符合本指南工作规定外,尚应符合国家和浙江省现行有关标准的规定。
第二章 术语和定义
1.城市道路
城市建成区、建制镇和独立工业区范围内的主干路、次干路、支路、街坊路等道路设施和桥梁设施。
2.城市道路“最多挖一次”
统筹建设资源,建立指挥系统,尽可能合并施工,减少开挖,杜绝道路反复开挖。
3.城市道路大、中修项目
对道路的较大损坏进行的全面综合维修、加固,以恢复到原设计标准或进行局部改善以提高道路通行能力的工程,其工程数量大于 8000m2 或含基础施工的工程大于 5000m2。
4.城市道路地下管线抢修项目
城市道路地下管线发生故障,急需对城市道路进行挖掘抢修。
5.城市地下管线
城市范围内供水、排水、燃气、热力、电力、通信、广播电视等管线及其附属设施,是保障城市运行的重要基础设施和“生命线”。
6.道路挖掘
对城市道路进行开挖,影响道路功能的行为。
7.道路修复
对挖掘后的城市道路进行修复,包括路基、路面结构层修复。

第四章 工作内容
1.由市政设施行政主管部门负责城市道路“最多挖一次”管理工作。
2.城市道路大、中修项目。城市道路“最多挖一次”工作主要是上报施工计划,组织各部门进行分析,做好项目实施协调、管理,加强信息沟通,杜绝乱挖现象产生,项目有机结合,保持新建道路完好。
3.地下管线抢修项目。城市道路“最多挖一次”工作主要是结合开挖结合现场照片、定位确认抢修等,严把抢修事项事前确认、抢修挖掘过程监管、挖掘修复质量,并以服务促管理,提高审批工作时效。
