From the aspect of project operation a parison is made among these modes regarding the work content and degree of participation of construction enterprises.It is proposed that construction enterprises should have six key abilities to contract BT projects including the decision analysis ability tender negotiation ability contract management ability financing ability the ability of risk management and control during transferring and repurchasing and the ability to obtain social relation and resource support.
