1总则 1.0.1为提高公共建筑能源利用效率，降低建筑能耗和碳排放， 规范公共建筑能效评估，制定本标准。
1.0.2本标准适用于民用公共建筑能效的评估。
1.0.3公共建筑能效评估除应符合本标准规定外，尚应符合国 家现行有关标准和现行中国工程建设标准化协会有关标准的 规定。
2术语 2.0.1建筑物用能系统buildingenergy consumption system 为公共建筑使用功能服务的供暖通风空调、生活热水、照 明、电梯等用能设备及其配套设施的集合。
2.0.2建筑能效理论评估theoreticalevaluationforbuilding energy performance 在计算条件下，采用文件审查、现场核查、计算、模拟等方 式获得建筑物用能系统全年能源利用量、消耗量及能效指标，并 给出其所处等级的活动。
2.0.3建筑能效实测评估 measurement and evaluation for building energy performance 采用现场检测、监测、计算、模拟、统计分析等方式获得建 筑物用能系统全年实际能源利用量、消耗量及能效指标，并给出 其所处等级的活动。
2.0.4建筑理论能耗building theoreticalenergyconsumption 在计算条件下，建筑物供暖通风空调、生活热水、照明及电 梯的年终端能耗总和扣除建筑本体可再生能源发电消纳量的 能耗。
