摘要 党的十九大报告中提出了乡村振兴战略的重大部署，新时代乡村地区的发展 迎来了历史性的政策契机，同时为乡村空间规划指明了方向.
科学合理的镇村布 局规划能够引导形成合理的镇村空间结构，是乡村振兴战略的重要抓手.
城市近 郊区是城乡关系最为突出的地区，面临着复杂的镇村关系，探讨城市近郊区的镇 村布局优化具有重要的理论意义和现实意义.
徐州市铜山区三面环抱中心城区，在空间结构和人口特征方面都具备城市近 郊区的一般特征，同时，其作为全国和苏北地区较为发达的县区，以其为研究对 象，探讨乡村振兴背景下镇村布局规划的转向，提出贴合实际的镇村布局优化策 略，能够为其他相似地区城乡融合发展、全面推进乡村振兴战略等提供有效的示 范借鉴.
论文主要分为三部分：首先，立足于选题背景，在对国内外相关理论研究与 实践分析的基础上，回顾了改革开放以来江苏省镇村布局规划工作，探讨了乡村 振兴的时代内涵及其背景下镇村布局规划的转向，认为，乡村振兴背景下镇村布 局规划目标转向全面振兴、价值转向多元价值、思路转向上下联动，过程转向动 态调整.
然后，归纳出了城市近郊区的一般特征，半城市化现象和大都市阴影效 应显著，并选取徐州市铜山区作为研究区域，通过详实的现状调查和数据分析， 揭示了徐州市铜山区乡村地区和镇村布局面临的困境.
最后，基于乡村振兴背景 下镇村布局规划的转向和铜山区面临的发展困境，从镇村布局规划的优化原则、 优化思路、优化策略及实施政策等四个方面，提出了新背景下徐州市铜山区镇村 布局优化的路径.

Abstract The report of the 19th National Congress of the Communist Party of China put forward the major deployment of the Rural Revitalization Strategy. The development of rural areas in the new era has ushered in a historic policy opportunity and pointed ut the direction for rural spatial planning. Scientific and reasonable town and village structure which is an important starting point of the Rural Revitalization Strategy. The suburban area is the most prominent area of urban-rural relationship facing the plex relationship between towns and villages. It is of great theoretical and practical significance to explore the optimization of town and village layout in the suburban area. Tongshan District of Xuzhou is surrounded by the central urban area on three sides which has the general characteristics of urban suburban areas in terms of spatial structure and demographic characteristics. At the same time as a relatively developed county in the whole country and Northerm Jiangsu taking it as the research object this paper discusses the turn of town and village layout planning under the background of rural revitalization and puts forward practical town and village layout optimization strategies It can provide effective demonstration and reference for the integrated development of urban and rural areas in other similar areas and prehensively /promoting the strategy of Rural Revitalization.
