ERC ACCEPTED Council Decision EurasianEconomicCommission on July 2 2013No41 Technicalregulationsof CustomsUnion "Onthesafety equipmentof highpressure" (TRTC032/2013) I.Scope 1.Thistechnicalregulationestablishessafetyrequirementsforequipmentinthe misleadingconsumers. 2.This technical regulation appliesto thefollowing types of equipment: a)vesselsfor gases liquefied gases dissolvedunder pressure vapors andused for working environmentsgroup1and having: amaximumallowableoperatingpressureinexcessof0.05MPa acapacitygreaterthan 0 001mandtheproductof themaximumallowableworkingpressureon thevalueof capacity constitutingmorethan0.0025MPam²; amaximumallowableworkingpressureof over20MPa capacitymore than0.0001m3 to0.001minclusive. inTable1ofAnnex1to thenumberof technicalregulations; workingfluid ingroup2andhaving: amaximumallowableoperatingpressureinexcessof 0.05MPa acapacitygreaterthan 0 001mandtheproductof the maximum allowableworkingpressureonthevalueof the capacity of wellover0 005 MPam²; amaximumallowableworkingpressureofmorethan100MPa capacitymorethan 0.0001 m to 0.001 m² inclusive. showninTable2ofAnnex1tothenumberof technicalregulations; c) intended to contain liquidsused for working fluid in group1and having: amaximumallowableoperatingpressureisabove0.05MPacapacityofmorethan 0 001mandtheproduct of themaximumallowableworkingpressureonthevalueof the capacity of well over0.02MPam²; 1
amaximumallowableworkingpressure greaterthan50MPa capacityover0.0001m²to 0.001m?inclusive. shown inTable3 of Annex1to the numberof technical regulations; d) intended tocontain liquidsused for workingfluid in group2 and having: 0.01mandtheproductof themaximumallowableworkingpressureonthevalueof capacity is more than1MPam²; amaximum allowable working pressureofmore than100MPa capacity over0.0001m3 to 0.01minclusive. showninTable4ofAppendix1to thenumberof technicalregulations; e)boilershavingacapacityofmorethan0 002m² ntendedtoproducehotwaterata temperatureabove110°C or steam,the excess pressure is above 0.05MPa and the vessels of the fired having a capacity of more than 0 002m. Categoriespipelinesintendedforgasesandvaporsareusedforworkingfluidingroup1 areshowninTable6applicationnumber1to thistechnicalregulation; g)pipeshavinga maximumallowableoperatingpressureinexcessof 0.05MPa nominaldiametergreaterthan32mmandtheproductofthemaximumallowableworking pressureonthenominaldiameterover10oMPammforgasesandvaporsusedfor workingfluid ingroup2. Categoriespipelinesintendedfor_gasesandvaporsandusedforproduction regulations; h)pipeshavingamaximumallowable operatingpressureinexcess of 0.05MPa nominaldiameterofmorethan25theproductoftheMMlmaximumallowableoperating pressurevalueof thenominaldiameterofmorethan20oMPamm intendedforliquidsand usedfortheworkingfluidingroup1. Categoriespipelinesintendedforliquidsandusedfortheworkingfluidingroup1are shown inTable8applicationnumber1to this technical regulation; i))pipeshavingamaximumallowableoperatingpressureinexcessof1MPa anominal diameterof200mmandtheproductofthemaximumallowableworkingpressureonthe nominal diameter of more than50oMPamm intended for liquids and usedforworking fluid in group2. areshown inTable9of the annexnumber1to thistechnical regulation;
j))items of equipment(assembly units)and accessories to it pressure-resistant; k)valveshaving anominaldiameterof25mm(forequipmentwithfluidgroup1) fittings workingenvironmentsgroup2); havinganominaldiameterof200mm(forpipelinesdesignedforliquidsandusedfor l)showingandsafetydevices; m)hyperbaricchambers(exceptsinglemedical); n) devices and safety equipment. 3.This technical regulation doesnot applyto thefollowing products: pression stations; b)timingnetworkandnetworkgasconsumption; c)equipment speciallydesignedforuseinnuclearpower equipment workingwith radioactiveenvironment; d)vesselsworkingunderpressurecreatedbytheexplosioninsidethem inaccordance objectsandunderwaterapplications; specifically designed foruse onaircraft and otherflyingmachines; g)equipment fordefensepurposes; h)of theequipment shallnot constitute separate vessels(hullpumps or turbines steam engine cylinders hydraulic internal bustion engines airpressors and machines); i)singlemedical hyperbaric chambers;l)equipmentwitha spraybottle; j)shellofhigh-voltageelectricalequipment(switchgear controlgear transformersand rotating electrical machines); k)the shellcasingofelements of thetransmission ofelectric energy(powercablesand municationcables)operatingpressurized; I)equipment manufactured (produced)of non-metallic flexible(elastic) shell; m) silencers orexhaust gas suction; n)vessel orsiphonsforcarbonated beverages. 3
"exhaust gasboiler”-a device inwhichthe sourceofheatusedflammablegases or otherprocessstreams; "BoilerPowerTechnological"-steamorboilerincludingsodarecovery),inwhichthe processingfurnaceprocessmaterials; "electrodeboiler”-steam or hot waterboiler which uses theheat generatedbytheflow ofelectriccurrent throughwater; "boilerwithheating"-steamorhotwaterboiler,whichusestheheatgeneratedby the heatingelements; "firedboiler”-a device designed toheatwaterunderpressuregreater thanatmospheric and used asa coolant is that device; "steamboiler"-a device designed toproduce steam at a pressure above atmospheric this device is used; "safety case”-documentcontaining an analysisrisks as wellas informationout of the design operational technicaldocumentation about theminimumnecessarymeasures to ensuringsafetythatacpaniestheequipmentatallstagesofthelifecycle and afteramajoroverhaul; unacceptable; characteristicsindicated inthetechnical documentation of themanufacturer; "serialproduction"-thetypeofproduction,characterized bythe manufactureofsimilar productsonthemodeldesigndecisionsand(or)theuseofstandardprocessesassociated (production)recurring items of equipmentregardless of the types of further assembly; "repair"-restorationofdamaged wornordilapidatedforanyreasonvascularelements withbringingthemtoahealthystate; "resourceassigned"-thetotaltime abovewhichtheoperation of theequipment must be stoppedregardlessof itstechnicalcondition; "vessel"-hermetically closedreceptacle(permanently installedormobile) intendedfor gaseous liquid and other substances; which operation should be stopped regardless of its technical condition; "the lifeof thesettlement"-the lifeof acalendaryear set inthedesignand calculated fromthedateofmissioningof theequipment; "fluid temperature"-the minimum(maximum)temperature of the medium at normal flow oftechnologicalprocess; 5
andmechanicalproperties theallowablestressof thematerialand thecalculationiscarried outonthestrengthofpiecesofequipment; "walltemperaturepermissible”-themaximum(minimum)walltemperatureatwhich permitted operationof theequipment; memberof theCustomsUnionand theCommonEconomicspaceitsterritoryalegalentity requirementshereofandof theresponsibilityfornon-hardwarerequirementshereof; "safetydevice”-a device designed toprotectvessels boilers pipingfrom destruction in "cycle of life"-the timeperiod since therelease of the equipment manufacturer to its disposal; chassis(trailer) includingtrucks orothervehiclesdesignedforthetransportandstorage of gaseous liquid and other substances; equipmentpriortoitsdisposal; "pieceof equipment”-the subassemblyofequipment designedtoperformoneof its basicfunctions. Ill. Market circulation 5.Equipment isavailableinmarketcirculationatpresentunderitstechnicalregulations andothertechnicalregulationsoftheCustomsUnion whichapplytotheequipment and SectionVlofthesetechnicalregulationsandothertechnicalregulationsoftheCustoms Union theeffect ofwhichit issubject. 6.Equipment forwhichconformitytherequirementsofthistechnicalregulationisnot confirmed shouldnotbemarkedwithaunifiedmarkofmerceontheCustomsUnion MemberStatesandarenotallowedforreleaseintomerce. IV.Safetyequipmentinthe development(design) manufacturing 7.Equipment must be designed (designed) and manufactured(made) so that when used asdirected operation and maintenanceensures that it meetssafetyrequirements. 8.Inorderto determine theriskstoequipmentmustbefactoredrepresent thefollowing majorhazards: a) thepresence ofunprotected moving parts c)thehighlyexplosiveelements; g)invalidparameterdeviationsin design,assemblyunits andsafety devicesthat may affectsafety d)fire emergenciesofnaturalandmanmade;
